Every department under one roof: the General Secretariat of the European Parliament in Luxembourg implemented its ambitious plan over a period of several years. The result is a substantial building complex offering 165,000 m² of office space. In addition to the 6-storey building complex, the extensive project also includes an 18-storey tower, for which Radeburger Fensterbau realised, among other things, a 2,800 m² double facade consisting of a mullion and transom facade and an openable secondary facade: this helps the building to achieve energy savings and also facilitates the natural ventilation of the building interior.

The majority of the imposing group of buildings was completed in 2020 and is located on the Kirchberg, in the immediate vicinity of the previous European Parliament. The new central building now accommodates all 6 sites of the European Parliament that were previously spread across the city of Luxembourg. A 63 m high high-rise tower is directly adjacent to the six-storey building. The 12 building sections are grouped around 8 inner courtyards and are connected by a glazed gallery. The main focus of this project was energy efficiency. The measures include an 8,700 m² photovoltaic system, heat recovery and solar collectors for hot water. Geothermal energy is used for heating and cooling. To support this, we installed a 620 m² photovoltaic system on the roofs. This is a “near zero energy” concept and the project was awarded BREEAM certification in 2021.
The 18-storey tower was also built with energy efficiency in mind and clad by Radeburger Fensterbau in a joint venture with its sister company Gebrüder Schneider Fensterfabrik. We planned, manufactured and installed the unitised mullion and transom facades in various combinations of wood and aluminium, and used an EIFS facade for the insulation. An advantage of the double-skin facade is its good sound and solar protection as well as light control and natural ventilation. Triple insulated glazing facilitates the best possible energy savings. Another requirement concerned the sound insulation, which is ensured with the aid of double skin technology. Similarly, Gebrüder Schneider implemented the envelope of the six-storey buildings that is accentuated using coloured glass. Both Radeburger Fensterbau and Gebrüder Schneider were subsequently awarded the contract for the second construction phase, which has subsequently commenced, following the demolition of the adjacent old building to the west, the former seat of the EU Parliament.
